Ի՞նչ պլաններ ունեն Արևմուտքն ու Փաշինյանը երկաթուղու առումով. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայ-ռուսական հարաբերություններն առաջիկայում էլ ավելի սրվելու վտանգի տակ են։ ՀՀ իշխանությունները, մեր տեղեկություններով, դիմել են որոշ արևմտյան գործընկերների՝ «Հարավկովկասյան երկաթուղու» կոնցեսիան վերցնելու և շահագործելու համար։

Անցած շաբաթ Նիկոլ Փաշինյանը Հանրային հեռուստատեսությանը տված հարցազրույցում հայտարարել էր, թե Հայաստանը մտադիր է Ռուսաստանի հետ բարեկամական տրամաբանության մեջ լուծել ռուսական կառավարման ներքո գտնվող հայկական երկաթուղու հարցը: Արդեն փետրվարի 13-ին նա հայտարարել էր, թե երկաթուղու մասին իր պատկերացումն այն է, որ Հայաստանի ու Ռուսաստանի հետ բարեկամ որևէ երկիր գնի ՌԴ-ից կառավարման իրավունքը։ Փաշինյանը նաև հավելել էր, թե «Ռուսաստանի կողմից եկաթուղու կառավարման բերումով մենք ռազմավարական մեր դիրքերի ու մրցակցային առավելության կորուստ ենք ունենում»։

Փաշինյանի այս հայտարարությունը հաջորդել էր ՌԴ փոխվարչապետ Ալեքսեյ Օվերչուկի խոսքին, թե Մոսկվան ու Երևանը բանակցություններ կսկսեն Հայաստանի երկաթուղիների երկու հատվածների վերականգնման շուրջ, որոնք կապված են Ադրբեջանի ու Թուրքիայի հետ։ Ըստ Օվերչուկի՝ նման որոշում է կայացվել «հայկական կողմի դիմումի համաձայն և ելնելով Հայաստանի ժողովրդի հանդեպ բարեկամական եղբայրական զգացմունքներից»:

Նման զարգացումը, որ ՌԴ-ն իրականացնի երկաթուղիների երկու հատվածների վերականգնման աշխատանքները, չեն բխում Փաշինյանի շահերից։ Մյուս կողմից էլ՝ «Հարավկովկասյան երկաթուղու» կոնցեսիոն պայմանագիրն ավարտվում է 2038 թվականին, թեև, ըստ պայմանագրի, 2028 թվականին կողմերից մեկը կարող է լուծել պայմանագիրը։ Արևմուտքը Փաշինյանին պարտադրում է շուտափույթ իրականացնել կոնցեսիոն պայմանագրի լուծումը։ Մեր աղբյուրի փոխանցմամբ, Փաշինյանն այժմ գաղտնի բանակցում է Ֆրանսիայի և Գերմանիայի հետ։ Ավելի վաղ հայտնել էինք, որ երկաթուղու հարցին բավականին ծավալուն անդրադարձ է եղել Փաշինյանի և Վենսի ընդլայնված կազմով հանդիպմանը։ Հայկական կողմից հնչած միակ պահանջը եղել էր այն, որ եթե նոր ընկերություն է ներգրավվելու, ապա թուրքական կամ ադրբեջանական կապիտալ այդ երկաթուղային ընկերությունում չլինի։ Ամերիկացիները չեն խոստացել, փոխարենը նշել են, որ կարող են կառավարումն իրականացնել օֆշորային ընկերությունում գրանցված որևէ ընկերության միջոցով, որի իրական սեփականատերերին պարզելը չափազանց բարդ է լինելու։
