Ներդրումների փլուզում․ երբ «բարեփոխումները» վանում են կապիտալը. Հովիկ Գրիգորյան

 Հովիկ Գրիգորյանը ֆեյսբուքյան իր էջում գրում է.

2024–2025 թվականների պաշտոնական թվերը բացում են մի իրականություն, որը փորձում են թաքցնել պետական PR-ով։

2024-ին օտարերկրյա ուղղակի ներդրումները կազմել են մոտ 139 մլն դոլար, ինչը կազմել է ՀՆԱ-ի ընդամենը 0.3 %-ը:Սա ոչ թե նվազում է, այլ ներդրումային կոլապս։

2025-ի առաջին կիսամյակում պատկերը ավելի խոսուն է․
ընդհանուր օտարերկրյա ներդրումները՝ 47.9 մլրդ դրամ, որից
ուղղակի ներդրումները՝ ընդամենը մոտ 5 մլրդ դրամ։

Սա ավելի քան 50 % անկում է նախորդ տարվա նույն ժամանակահատվածի համեմատ։

 Բայց ամենավտանգավորը ոչ թե ծավալն է, այլ ուղղությունը․

օտարերկրյա ներդրումների հիմնական մասը չի գնացել
• արդյունաբերության,
• արտադրության,
• տեխնոլոգիաների,
• աշխատատեղ ստեղծող ոլորտների մեջ։

Ներդրումները կենտրոնացել են

 ֆինանսական միջնորդությունների,

 կարճաժամկետ ծառայությունների,

 հանքարդյունահանման մնացորդային ծրագրերի վրա՝ առանց զարգացման ռազմավարության։
Այլ կերպ ասած՝ չկա երկարաժամկետ կապիտալ, չկա վստահություն, չկա հաշվարկելի քաղաքականություն։
Երբ օտարերկրյա ներդրումները իջնում են՝ դառնալով ՀՆԱ-ի կես տոկոսից էլ քիչ, դա այլևս շուկայի խնդիր չէ։

Դա պետական տնտեսական քաղաքականության լիարժեք ձախողում է։

Կառավարությունը կարող է խոսել աճից, բայց կապիտալը չի հավատում։

Իսկ որտեղ կապիտալը չի հավատում, այնտեղ ապագա պարզապես չեն կառուցում։
