Իշխանությունն արագացնում է Սահմանադրության մշակումը

Հայաստանի գործող իշխանությունները որոշել են հնարավորինս արագացնել նոր Սահմանադրության մշակման աշխատանքները։ Դեռևս անցած ամիս արդարադատության նախարար Սրբուհի Գալյանը խոստացել էր, որ Սահմանադրության նոր տեքստը պետք է պատրաստ լինի մարտ ամսին, բայց այժմ ինքն էլ է խոստովանում, որ չեն հասցնի։ Նախօրեին Սահմանադրական բարեփոխումների խորհուրդը նիստ է գումարել, որոշում կայացրել հանդիպել ամենշաբաթյա ռեժիմով, որպեսզի կարողանան ավարտել նախագիծը։ Ընդ որում, ամենակարևոր հարցերից մեկը՝ Սահմանադրության նախաբանից Անկախության հռչակագրի հեռացման հարցը, դեռևս չեն քննարկել։

Մեծ հավանականությամբ, այդ հարցի քննարկումը թողնելու են ամենավերջում և արդեն պատրաստ նախագիծը կներկայացնեն հանրության դատին։ Թեպետ իշխանությունն ավելի վաղ տրամադրված էր նոր Սահմանադրության հանրաքվեն անցկացնել խորհրդարանական ընտրությունների հետ, բայց Փաշինյանը խոստովանեց, որ Սահմանադրական հանրաքվեն տեղի կունենա խորհրդարանական ընտրություններից հետո՝ ամենայն հավանականությամբ 2027 թ․-ին։

Իհարկե, այս պարագայում չափազանց բարձր է հավանականությունը, որ Փաշինյանի Սահմանադրությունն այդպես էլ չի անցնի։ Նախ դրա համար հարկավոր է, որ 2026 թ․-ին իշխանությունները ամեն գնով վերարտադրվեն, նաև բարդ է լինելու ապահովել սահմանադրական հանրաքվեի համար անհրաժեշտ 50 %+1 մասնակցության ցուցանիշը, առավել ևս որ հանրությունը բացարձակ դեմ է Փաշինյանի առաջարկած և Ադրբեջանի պարտադրած Սահմանադրությանը։

Բաքվի համար Հայաստանի Սահմանադրության փոփոխությունը խաղաղության պայմանագրի ստորագրման նախապայման է․ պահանջում են հեռացնել հռչակագիրը Սահմանադրության նախաբանից, որտեղ հիշատակվում է Հայաստանի ու Ղարաբաղի միավորման մասին։ Բաքուն պնդում է, թե դա տարածքային պահանջ է Ադրբեջանի նկատմամբ, և Փաշինյանի բոլոր հավաստիացումները, մեղմ ասած, լուրջ չեն ընկալվում Ադրբեջանի կողմից։
