Փաշինյանը երկու օրենք է պատրաստում ընդդեմ ԶԼՄ-ների և կուսակցությունների

Խորհրդարանական ընտրություններից առաջ ոչ միայն դիտորդները, այլև ԶԼՄ-ներն ու քաղաքական կուսակցություններն են հայտնվելու գործող իշխանությունների թիրախում, որոնք օրենսդրական փոփոխություններ են նախապատրաստում ընդդիմադիր մեդիաների և քաղաքական ուժերի իրավասությունները սահմանափակելու, որոշ դեպքերում էլ տարբեր կուսակցությունների մասնակցությունն ընտրություններին թույլ չտալու համար։

ՔՊ մեր աղբյուրի փոխանցմամբ՝ այս օրերին «Քաղաքացիական պայմանագրում» բավական ակտիվ աշխատում են երկու տարբեր օրենքների վրա։ Դրանցից մեկը վերաբերում է լրատվամիջոցներին։ Մասնավորապես, ստանալով Եվրամիության փորձագիտական աջակցությունը, իշխանությունը ցանկանում է Հայաստանում գրեթե նույն կարգավորումները ներդնել, ինչ Մոլդովայում, և այդ կերպ ճնշումների ենթարկել իրենց չենթարկվող լրատվամիջոցներին, շատերին էլ փակել՝ պատճառաբանելով ֆինանսական ոչ թափանցիկությունը, ինչպես նաև ակնհայտ քաղաքական ուղղվածությունը։

Գաղտնիք չէ, որ Հայաստանում այնպիսի իրավիճակ է ստեղծվել, երբ լրատվամիջոցների մեծ մասը կոշտ ընդդիմադիր դիրքորոշում ունի գործող իշխանությունների նկատմամբ, և հենց առաջին հերթին այդ լրատվամիջոցներն ու լրագրողներն են հայտնվելու իշխանության թիրախում։ Վերջիններիս համար նախատեսվում է մտցնել անհեթեթ սահմանափակումներ՝ խափանելու նրանց աշխատանքը։ Երկրորդ օրենքն արդեն վերաբերում է քաղաքական կուսակցություններին, որոնց համար նախատեսվում է գրանցման և վերահսկողության նոր մեթոդների ներդրում։ Ընդ որում, այս դեպքում ևս օգտագործվում է, այսպես կոչված, «մոլդովական փորձը»։

Հիշեցնենք, որ Մոլդովայում խորհրդարանական ընտրություններից առաջ, անգամ ընտրությունների օրը, մի քանի կուսակցությունների զրկեցին ընտրություններին մասնակցելու հնարավորությունից։ Այժմ Փաշինյանն էլ ցանկանում է նույն ճանապարհով գնալ Հայաստանում, որպեսզի կարողանա իրեն հավատարիմ և արբանյակ ուժերով խորհրդարան ձևավորել՝ ընդդիմությանը զրկելով Ազգային ժողովում հայտնվելու, առավել ևս՝ իրեն իշխանազրկելու հնարավորությունից։
