Իրավիճակը կառավարելի է. առաջիկայում սպասվում են կադրային էական փոփոխություններ. ՊԵԿ նախագահ

Կոռուպցիան համակարգում տեղ չունի. այսօր հանդիպում ունեցա Պետական եկամուտների կոմիտեի հարկային և մաքսային ստորաբաժանումների ղեկավար անձնակազմի հետ՝ կոռուպցիայի դեմ պայքարի գործողությունների համակարգման նպատակով։ Այս մասին ֆեյսբուքյան իր էջում գրել է ՊԵԿ նախագահ Էդուարդ Հակոբյանը:

«Ուզում եմ հստակ արձանագրել իմ դիրքորոշումը․ կոռուպցիոն որևէ դրսևորում համակարգում չի մնալու անարձագանք։ Կոռուպցիան և ստվերը չարիք են, և դրանց դեմ պայքարը լինելու է շարունակական ու անզիջում։

Վերջին շրջանում ՊԵԿ-ում ընթացող գործընթացները կարելի է համեմատել օրգանիզմի ջերմության հետ․ դա համակարգի առողջացման նշան է։ Այդ առողջացումը և հատկապես դրա մասին արձագանքը ունի խորքային պատճառներ՝ սկսած 2025 թ. գրանցած մեծ արդյունքներից` հարկ վճարողների հետ համատեղ պետբյուջեի մուտքերի ապահովումից մինչև բարեփոխումների բարձր կատարողական և ներքին միջավայրի վերափոխում։ Այս ամենը վկայում է ՊԵԿ գործունեության արդյունավետության էական փոփոխության մասին։ Բնական է, որ նման արդյունքները անհանգստացնում են նեղ անձնական շահերով առաջնորդվող որոշ շրջանակների։

Մաքսանենգության և ստվերի խոշոր բացահայտումները ևս խոսում են նույնի մասին․ բարեփոխումների անշեղ ընթացքը որևէ մեկը չի կարող կանգնեցնել ո՛չ համակարգի ներսում, ո՛չ էլ դրսում։ Համակարգում իրավիճակը լիովին կառավարելի է։

Շնորհակալ եմ այն աշխատակիցներին, որոնք սկզբունքային են, բարձրաձայնում են խնդիրները և նպաստում համակարգի առողջացմանը։ ՊԵԿ-ում կոռուպցիոն երևույթների բացահայտումների զգալի մասն իրականացվել է ներքին վերահսկողական մեխանիզմների շնորհիվ, ինչը ևս առողջացման կարևոր ցուցիչ է։

ՊԵԿ-ում ձևավորվող արժեհամակարգի հիմքում շարունակելու են լինել մարդակենտրոնությունն ու մարդկային արժեքները։ Միջակությունն ու հին կարծրատիպերը չեն հանդուրժվելու։

Հայրենիքի զարգացմանը նվիրումը պետք է տեսանելի լինի յուրաքանչյուր գործողության մեջ, իսկ կոռուպցիոն և անօրինական ցանկացած երևույթ կստանա կոշտ արձագանք։

Առաջիկայում սպասվում են նաև կադրային էական փոփոխություններ։ Մենք մինչև վերջ կանգնած ենք մեր սկզբունքները պահպանող աշխատակիցների կողքին, սակայն այն մարդիկ, ովքեր ունեցել են հնարավորություն, բայց չեն դրսևորել անհրաժեշտ պատասխանատվություն, աստիճանաբար պետք է լքեն համակարգը։

Մեր նպատակն է ստեղծել արդար և թափանցիկ հարկային ու մաքսային միջավայր, խթանել հարկ վճարողների կամավոր կարգապահությունը և ծառայել քաղաքացիներին ու բիզնեսին՝ հանուն Հայաստանի առաջանցիկ զարգացման։

Ամփոփելով՝ ուզում եմ հորդորել յուրաքանչյուրին ամեն օր մտածել իր քայլերի հետևանքների մասին։ Մեր վարքագիծն է ձևավորում պետության նկատմամբ վստահությունը։ Իսկ կանոններն ու սկզբունքները խախտողները պետք է պատասխանատվություն կրեն ոչ միայն օրենքի, այլ նաև բարոյականության նորմերի ամբողջ խստությամբ»,- ասված է գրառման մեջ։
