Պետք է լուծենք բնակարանային խնդիրները, որ հնարավոր լինի խթանել մեծ ընտանիքների ձևավորումը․ Կարապետյան

«Մեր երկրում վերջին ժամանակներս շինարարական բում է տեղի ունեցել, ինչը, չնայած աղտոտվածությանը, շատ դրական է։ Ես, որպես տնտեսագետ, ուրախ եմ շինարարական այդ բումի համար։ Սակայն կա խնդիր․ աշխատավարձերի մակարդակը համեմատաբար ցածր է, և այն չի բավարարում, որ բնակիչը հեշտությամբ կարողանա տուն գնել։ Հայաստանում տասնյակ տարիներ են պահանջվում, որ երիտասարդը սեփական բնակարան ձեռք բերի։ Իհարկե, այս իրավիճակը ոչ միայն Հայաստանում է, այլև այլ երկրներում, բայց այստեղ աշխատավարձերի ցածր մակարդակը դարձնում է խնդիրն առավել զգայուն»,– նշեց Նարեկ Կարապետյանն այսօր, հունվարի 20-ին, Սամվել Կարապետյանի 5 քայլերի ծրագրի ներկայացման ժամանակ։

Նարեկ Կարապետյանը ներկայացրեց առաջարկվող լուծումները․

«Մինչ այժմ հիփոթեքի օրենքով տոկոսը վճարում էր պետությունը, և սա լավ ծրագիր էր։ Սակայն անցած տարի ծրագիրը դադարեցվեց։ Այն ժամանակ պետությունը յուրաքանչյուր բնակարանի վրա ծախսում էր գնի մոտ 55%-ը՝ որպես օգնություն հիփոթեքի տոկոսի համար։ Մենք առաջարկում ենք նոր ներդրումային ծրագրեր շինարարական ընկերությունների համար։

Առաջին տարբերակն այն է, որ շինարարները բնակարաններ կհատկացնեն պետությանը, իսկ պետությունը դրանք կտրամադրի երիտասարդ և բազմազավակ ընտանիքներին՝ էժան գներով։ Երկրորդ տարբերակն այն է, որ շինարարները վաճառեն բնակարանները պետության կողմից սահմանված ֆիքսված գնով։ Սա չի փոխարինի շուկայական ընթացքը, այլ հնարավորություն կտա հասանելի բնակարաններ ունենալ երիտասարդ ընտանիքների համար։ Օրինակ, մենք կարող ենք ունենալ բնակարաններ, որոնց քառակուսի մետրի գինը կլինի մոտ 270,000 դրամ, ինչը թույլ կտա երիտասարդ ընտանիքներին ապահովել համեմատաբար մատչելի բնակարանով»,– ասաց Կարապետյանը։

Նարեկ Կարապետյանը շեշտեց նաև դեմոգրաֆիկ մարտահրավերը․

«Ըստ հարցումների՝ Հայաստանում ընտանիքները հազվադեպ են ունենում երրորդ կամ ավելի երեխա, և դա բացառիկ է՝ համեմատած այլ երկրների։ Մեր մայրաքաղաքում ավելի շատ երեխաներ են ծնվում, քան գյուղերում, ինչը հակառակ է համաշխարհային տենդենցին։ Բարձրագույն կրթություն ստացած ընտանիքներում երեխաների ծնունդը ավելի հաճախ է գրանցվում։ Մենք պետք է լուծենք բնակարանային խնդիրները, որ հնարավոր լինի խթանել մեծ ընտանիքների ձևավորումը և աջակցել երիտասարդ ընտանիքներին»,– ընդգծեց Կարապետյանը։
