Նոր զարգացումներ երկաթուղու շուրջ

Հայաստանի գործող իշխանությունները ներդրումային փաթեթ են կազմել և ուղարկել «Ռուսական երկաթուղիներ» ընկերությանը՝ Հարավկովկասյան երկաթուղում ներդրումներ իրականացնելու պահանջով։ Հիշեցնենք՝ Սանկտ Պետերբուրգ կատարած այցի ընթացքում Փաշինյանը Վլադիմիր Պուտինի հետ քննարկել էր նաև «Հարավկովկասյան երկաթուղու» հարցերը՝ նշելով, որ կան որոշակի նրբություններ հայ-ռուսական հարաբերություններում։

Դրանից հետո էլ Ադրբեջանի արտգործնախարար Ջեյհուն Բայրամովը հայտարարեց, թե Երևանը Բաքվին հայտնել է՝ TRIPP-ով անցնող երկաթուղու հատվածը չի վերաբերում Ռուսաստանի Դաշնությանը։ «Հնարավոր է՝ Հայաստանը, ստանձնելով TRIPP-ի մասով պարտավորությունները, նաև հաշվի է առել երկաթուղու մասը»,– ասել էր Բայրամովը։ Ջեյհուն Բայրամովը նկատել էր, որ երկաթուղու կառավարման պայմանագիրը Հայաստանի և Ռուսաստանի միջև գործում է մինչև 2038 թվականը, բայց, ըստ նրա, հայկական կողմը Բաքվին բացատրել է իր դիրքորոշումը, ըստ այդմ՝ Սյունիքում կառուցվելիք երկաթուղու հատվածը Ռուսաստանին չի վերաբերում, քանի որ կոնցեսիոն պայմանագրի կնքման պահին այդ երկաթուղին պարզապես գոյություն չուներ։ «Հետևաբար հնարավոր չէ պայմանագրում ներառել այն, ինչ պարզապես չկա»,– ասել է Ադրբեջանի ԱԳ նախարարը։

Հայաստանի իշխանությունները փաթեթ են ուղարկել Ռուսաստանին, բայց, ըստ մեր աղբյուրների, այդ փաթեթն այնպիսի անիրականանալի պահանջներ է ներկայացնում ռուսական կողմին, որ «Ռուսական երկաթուղին» և ՌԴ իշխանությունները մեծ հավանականությամբ կհրաժարվեն կատարել այդ պահանջները։ Եվ դրանից հետո փաշինյանական իշխանությունը ցանկանում է սկսել կոնցեսիոն պայմանագրի լուծման գործընթացը։ Հիշեցնենք, որ, ըստ պայմանագրի, Հայաստանի իշխանությունները կարող են 2038 թ․-ից 10 տարի էլ շուտ միակողմանի լուծել պայմանագիրը։

Սակայն այժմ փորձում են հիմքեր գտնել ավելի շուտ՝ արդեն 2026 թվականի խորհրդարանական ընտրություններից հետո «Հարավկովկասյան երկաթուղու» կառավարումը խլելու համար։ Հաջորդը արդեն թիրախում կլինի «Գազպրոմ-Արմենիան»։ Հայաստանի էլեկտրական ցանցերից ու երկաթուղուց հետո գազի մատակարար ընկերությունը ամենահամեղ պատառն է իշխանության համար։
