Հլը փակեք էդ խանութն ու... ծափ տվեք, արա՜. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ընդհանուր հարահոսի մեջ մի տեսակ անուշադրության մատնվեց կառավարության վերջին նիստում Նիկոլ Փաշինյանի արած «էքսցենտրիկ» հայտարարություններից մեկը:

Ինչ-որ խանութում կառավարության աշխատակազմի ինչ-որ ներկայացուցչի ասել են, թե կանխիկով ապրանքի գինն այլ է, անկանխիկ՝ այլ:

Փաշինյանը, դրա մասին պատմելով, ուղղակիորեն փրփրեց. «...Փակե՛ք այդ խանութը, այդ խանութում առևտուր պետք է չլինի՛, իմ վրա եմ վերցնում անձնական պատասխանատվությունը ու ամեն օր կողքով անցնելու եմ, մինչև անձնական թույլտվությունս չլինի, այդ խանութը պիտի չբացվի։ Կզեկուցեք անձամբ»:

Մեկ րոպե, էլի, ստո՛պ:

Փաշինյանի պաշտոնը պետական համակարգում վարչապետ չէ՞: Իսկ վարչապետն, ի՞նչ է, այլևս խանութ բացող-փակո՞ղ է, այո՞:

Ենթադրենք նույնիսկ, որ Փաշինյանի պատմածը այդպես էլ եղել է: Ենթադրենք: Անգամ ենթադրենք, որ խանութում խախտում է կատարվել: Այդ խանութը փակելը կամ խախտում կատարած վաճառողին, խանութի տիրոջը պատասխանատվության ենթարկելը վարչապետի գործն ու գործառո՞ւյթն է: Ո՛չ, իհարկե:

Երկրում ի՞նչ է, արդեն հարկային կառույցներ, տեսչական, վերահսկողական այլ մարմիններ չկա՞ն, չեն գործո՞ւմ: Կարող էր, չէ, նույն Փաշինյանը իր կաբինետի ՊԵԿ նախագահին կամ այլ ստորաբաժանման պատասխանատուին հանձնարարել, թե այսպես ու այսպես. «Էն օրը էսինչ խանութում էսպիսի դեպք է արձանագրվել, գնացեք, ստուգեք, պարզեք, համապատասխան միջոցներ ձեռնարկեք ու զեկուցեք արդյունքների մասին»:

Բայց ոչ: Փաշինյանը միանգամից որոշում է, թե՝ «գնացե՛ք, փակեք էդ խանութը, իմ անձնական պատասխանատվությամբ»:

Ինչպես ասում են՝ իյա՜, իրո՞ք:

Առանց ստուգելու, առանց փաստերը արձանագրելու, հրապարակայնացնելու, առանց հանգամանքները պարզելու: Հենց էդպես, կամայականորեն... «Գնացեք ու փակե՛ք: Փակվելու է այդ խանութը, մինչև անձնական թույլտվություն չտամ, առևտուր չի լինելու»:

Երևի պետք է երջանկությունից ցնծալ, որ շնչելու և արտաշնչելու հարցերին չի հասել ու չի հրամայում. «Չշնչե՛ք, մինչև անձնական թույլտվություն չտամ»:

Այսինքն, ինչը Փաշինյանին դուր չի գալիս, միանգամից՝ «փակե՛լ, արգելե՛լ, կասեցնե՛լ, լիցենզիայից զրկե՛լ»: Երևի հիմա կձևավորվի ՔՊ-ի՝ «խանութ փակող» ակտիվիստների շրջիկ խումբ, որը կգնա քաղաքից քաղաք, գյուղից գյուղ և կսկսի փակել խանութները՝ մոտավորապես այսպես. «Արա, հլա շուտ փակեք էդ խանութը, Նիկոլն ա ասել: Փակե՛ք ու ծափ տվեք, արա՜...»:

Գնում է խանութ, խանութն է փակում: Գնում է ներկայացման, դերասաններին է «խմբագրում», գնում է բանակցությունների՝ բանակցությունների առարկան է զրոյացնում: Գնում է գյուղ, գյուղացիներին սովորեցնում է, թե ինչպես ոչխար պահեն կամ ինչ ցանեն... Մի չինացի էլ կար, հրամայել էր, որ բոլոր ճնճղուկներին խփեն, որ բրինձ չկտցեն: Խփեցին ու սովից ահագին կոտորվեցին:

Իսկ բոլոր մեծուփոքր գործարարները պիտի աչքի առաջ ունենան, որ ցանկացած մի օր հերթը կարող է հասնել նաև իրենց, ու առավոտյան արթնանալով Նիկոլը կորոշի՝ դուք փող աշխատելու իրավունք ունե՞ք, թե չէ...
