Խնդիրը պետք է լուծել շուտափույթ. «Նուբարաշեն» ՔԿՀ շենքային պայմանները չեն համապատասխանում միջազգային չափանիշներին. ՄԻՊ

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը դեկտեմբերի 17-ին այց է իրականացրել Արդարադատության նախարարության «Նուբարաշեն» քրեակատարողական հիմնարկ։

Քրեակատարողական հիմնարկի պետ Վահան Նասոյանի և Մարդու իրավունքների պաշտպանի ներկայացուցիչների ուղեկցությամբ Անահիտ Մանասյանը շրջայց է կատարել հիմնարկի տարածքում, ուսումնասիրել ազատությունից զրկված անձանց պահման պայմանները։ Պաշտպանն այցելել է նաև խցեր, զրուցել ազատությունից զրկված անձանց հետ, լսել նրանց կողմից բարձրաձայնված հարցերն ու խնդիրները։ Մարդու իրավունքների պաշտպանի հանձնարարությամբ ազատությունից զրկված անձանց հետ առանձնազրույցներ են ունեցել նաև ՄԻՊ ներկայացուցիչները, արձանագրել նրանց բարձրաձայնած հարցերը:

Շրջայցի ընթացքում Պաշտպանին ներկայացվել են հիմնարկում առկա խնդիրները, ինչպես նաև դրանց լուծման ուղղությամբ իրականացվող ընթացիկ աշխատանքները։

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը ևս մեկ անգամ ընդգծել է, որ «Նուբարաշեն» քրեակատարողական հիմնարկի շենքային պայմանները չեն համապատասխանում ոլորտում գործող միջազգային չափանիշներին, և առկա է քրեակատարողական հիմնարկի համար նոր շենք հատկացնելու/կառուցելու անհրաժեշտություն։ Թեև պետությունն այս առումով արդեն իսկ իրականացնում է քննարկումներ, սակայն Պաշտպանը շեշտումել է, որ խնդիրը պետք է լուծել շուտափույթ եղանակով: Դա առանցքային է ինչպես ազատությունից զրկված անձանց մի շարք իրավունքների երաշխավորման, այնպես էլ քրեակատարողական ծառայողների համար պատշաճ աշխատանքային պայմաններ ապահովելու անհրաժեշտության տեսանկյունից։

Ազատությունից զրկման վայրերում իրավունքների ապահովման հարցերը մշտապես գտնվում են Մարդու իրավունքների պաշտպանի անմիջական ուշադրության ներքո։ Արձանագրված խնդիրները պարբերաբար ներկայացվում են հրապարակային, ընդգրկվում ՄԻՊ զեկույցներում, քննարկվում իրավասու մարմինների հետ` պահանջելով շուտափույթ և ամբողջական լուծումներ:
