Կիևը կարող է ռեկորդային ցածր օգնություն ստանալ 2025 թվականին․ IfW

Ուկրաինային տրամադրվող նոր ռազմական օգնության ծավալը 2025 թվականին կարող է նվազել՝ հասնելով 2022 թվականին հակամարտության սկզբից ի վեր ամենացածր մակարդակին, ինչը պայմանավորված է ԱՄՆ-ի աջակցության կրճատմամբ։ Այս մասին հայտնել է Քիլում գտնվող Համաշխարհային տնտեսության ինստիտուտը (IfW), որը հետևում է Կիևին տրամադրվող աջակցության տվյալներին։

«Հիմնվելով հոկտեմբերի դրությամբ առկա տվյալների վրա՝ Եվրոպային չի հաջողվել պահպանել 2025 թվականի առաջին կիսամյակի տեմպերը։ Վերջինիս դանդաղումը դժվարացնում է Եվրոպայի համար ամբողջությամբ փոխհատուցել ԱՄՆ-ի ռազմական օգնության բացակայությունը 2025 թվականին»,— նշել է IfW-ի ներկայացուցիչ Քրիստոֆ Տրեբեշը։ Եթե այս դանդաղ տեմպը պահպանվի, ապա 2025 թվականը, նրա խոսքով, կլինի Ուկրաինային հատկացված նոր օգնությունների ամենացածր մակարդակի տարին՝ 2022 թվականին հակամարտության սկզբից ի վեր։

IfW-ի գնահատմամբ՝ Եվրոպան Ուկրաինային հատկացրել է ընդամենը շուրջ 4,2 միլիարդ եվրո նոր ռազմական օգնության տեսքով։ Փորձագետները կարծում են, որ դա «չափազանց քիչ է ԱՄՆ-ի կողմից աջակցության դադարեցումը փոխհատուցելու համար»։ «Միևնույն ժամանակ, անհավասարությունն աճել է Եվրոպայի ներսում։ Ֆրանսիան, Գերմանիան և Մեծ Բրիտանիան զգալիորեն ավելացրել են իրենց հատկացումները, սակայն հարաբերական արտահայտությամբ մնացել են Սկանդինավյան երկրներում դիտարկվող մակարդակներից ցածր»,— ասվում է ինստիտուտի հաղորդագրության մեջ։

Այսպիսով, Գերմանիան գրեթե երեք անգամ ավելացրել է իր միջին ամսական հատկացումները, իսկ Ֆրանսիան և Մեծ Բրիտանիան՝ ավելի քան երկու անգամ։ Այնուամենայնիվ, եթե գնահատենք դրանք 2021 թվականի ՀՆԱ-ի նկատմամբ, բոլոր երեք երկրները զգալիորեն զիջում են առաջատար սկանդինավյան դոնորներին՝ Դանիային, Ֆինլանդիային, Նորվեգիային և Շվեդիային։ «Իտալիայի և Իսպանիայի հետ հակադրությունն էլ ավելի շոկային է եղել. նրանցից ոչ մեկը 2025 թվականին չէր ավելացրել իր ռազմական հատկացումները»,— փաստել են IfW-ում։ Իտալիան, ինչպես պարզաբանել են փորձագետները, 15%-ով կրճատել է հատկացումների ցածր մակարդակը՝ համեմատած 2022-2024 թվականների հետ։

2025 թվականի առաջին կիսամյակում ռեկորդային բարձր մակարդակից հետո ռազմական օգնությունը կտրուկ կրճատվել է ամռանը և այդ միտումը պահպանվել է սեպտեմբերին ու հոկտեմբերին։ «Ներկայիս տեմպերով ռազմական օգնության ծավալները բավարար չեն ԱՄՆ-ի կողմից բացակայող աջակցությունը փոխհատուցելու համար։ Մինչդեռ 2022-2024 թվականների տարեկան հատկացումների միջինը կազմել է շուրջ 41,6 միլիարդ եվրո (ներառյալ Եվրոպան, ԱՄՆ-ը և այլ դոնորներ), 2025 թվականի համար մինչ օրս հատկացվել է ընդամենը 32,5 միլիարդ եվրո։ Նախկին մակարդակներին հասնելու համար մինչև տարեվերջ անհրաժեշտ է հատկացնել ևս 9,1 միլիարդ եվրո, ինչը վերջին ամիսների համեմատ ավելի քան կրկնակի ամսական հատկացումների ծավա կպահանջիլ»,— նշել են IfW-ում։
