Հաջորդ իշխանությունը ստիպված է լինելու ամեն ինչ սկսել զրոյից. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հանրային ընդհանրական ընկալման մեջ Ազգային անվտանգության ծառայությունը պետական իրավապահ-ուժային կառույցների բլոկում, որպես կանոն, համարվել է յուրովի «էլիտար», եթե կարելի է նման բնորոշում տալ ուժային որևէ կազմակերպության: Մի պետական ինստիտուտ, որտեղ տրամաբանորեն պետք է լինեն լավերից լավագույնները թե՛ հետախուզության, թե՛ հակահետախուզության, թե՛ այլ առումներով: Սխալ կլինի պնդել, թե անցած տասնամյակներում իրականությունը լիովին այդպիսին է եղել, այսինքն՝ իդեալական սահմանմանը համապատասխա: Բայց տարածված պատկերացումը գոնե մինչև վերջին տարիներն այդպիսին էր:

Իսկ հիմա... ՀՀ վարչապետի պաշտոնն զբաղեցնողի քմահաճույքով ԱԱԾ-ն, պարզվում է, զբաղվում է կրոնածիսական արարողության, այդ թվում՝ պատարագի կանոնիկ բովանդակությունը «սրբագրելով»: Ու ընդհանրապես, ամբողջ իրավապահ համակարգը լծվել է անհասկանալի հանձնարարություններ հանձն առնելով, ինչը հիմնիվեր ոչնչացնում է այդ պետական կառույցների՝ որպես ինստիտուտի վարկն ու կերպարը: Ավելին, նման հանձնառության ստանձնումը պետական այդ կառույցների ինստիտուցիոնալ նկարագրի ինքնաոչնչացման նման մի բան է:

Բայց միայն ԱԱԾ-ն չէ հարցը: Ավելին, միայն ուժայինները չեն հարցը: Նայեք Հայաստանի ամբողջ պետական համակարգին, պետական հաստատություններին կամ այն ամենին, ինչ դրանցից մնացել է: Փաշինյանի իշխանավարման շրջանում չի մնացել որևէ պետական հաստատություն, որևէ ինստիտուտ՝ լինի դա նախարարություն, ճյուղային գերատեսչություն, մասնագիտացված գործակալություն, ուժային ու իրավապահ մարմին, որը բովանդակային, կադրային, գործառութային ու մասնագիտական կազմաքանդման ենթարկված չլինի: Այսինքն, պետական ինստիտուտները, կառույցները հետևողականորեն դարձրել են 1 անձի քմահաճույքները սպասարկող, ինստիտուցիոնալ հիշողությունից զուրկ, ինչ-որ անհասկանալի հիմնարկություններ:

Գիտեք, ի վերջո, մի օր ավարտվելու է նաև Փաշինյանի ու ՔՊ-ի իշխանավարումը: Այդպես լինում է բոլոր իշխանությունների հետ՝ մի օր ուշ, մի օր շուտ: Եվ Հայաստանում լինելու է մեկ այլ իշխանություն: Եվ այդ հաջորդ իշխանությունը, ով կամ ինչ ուժ էլ այն գլխավորի, կանգնելու է դաժան իրողության առջև: Երկրի հաջորդ իշխանությունը հարկադրված է լինելու լրիվ զրոյից, իսկ որոշակի դեպքերում՝ «մինուսից» սկսել պետականաշինությունը: Այլ կերպ արդեն անհնար է, քանի որ Փաշինյանի իշխանավարման հետևանքով այդ բոլոր կառույցները ինչպես մասնագիտական, այնպես էլ՝ բարոյահոգեբանական նկարագրի առումով դարձել են անպիտան ու անընդունելի, անվստահելի:
