Անվտանգային արկածախնդրություն՝ առանց «պարաշյուտի». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այն, որ Փաշինյանն ու նրա իշխանությունը թշնամական են տրամադրված ՀԱՊԿ-ի նկատմամբ, նորություն չէ: Դրա դրսևորումները փաշինյանական իշխանավարման անցած 7 տարում շատ են եղել: Հիմա էլ, ինչպես հայտնի է, ՀՀ-ՀԱՊԿ հարաբերությունները Փաշինյանն ու նրա ՔՊ-ն պահում են «սառցախցիկում»:

Առհասարակ, ՀԱՊԿ-ից «թռնելու» Փաշինյանի մղումները հիշեցնում են մեկին, ով 10000 մետր բարձրության վրա բացել է ինքնաթիռի պահեստային դռնակը, երկու ձեռքով ամուր կառչելով եզրերից՝ կանգնել ու սպառնում է ցած նետվել, բայց... «պարաշյուտ» չունի:

Ի դեպ, «նետվելու» մասին: Օրերս Փաշինյանի իշխանության առանցքային դեմքերից մեկը հայտարարեց, որ Հայաստանը փաստացի ՀԱՊԿ-ից դուրս է եկել, սակայն շարունակում է պահպանել անդամակցությունը՝ նպատակահարմարությունից ելնելով: Հարց. եթե «փաստացի դուրս է եկել», ապա էլ ո՞րն է «նպատակահարմարությունը»: Բայց մյուս կողմից՝ նույն Փաշինյանի իշխանության փոխարտգործնախարար Մնացական Սաֆարյանը հայտարարում է, թե ՀԱՊԿ-ից պաշտոնական դուրս գալու հարց օրակարգում չկա: Հարց. այդ կարգի կազմակերպությունների հետ կապված «ներսուդուրս» անելը խաղուպա՞ր է, ինչ է: Առհասարակ, ի՞նչ ասել է՝ «պաշտոնապես դուրս գալ»: Ոչ պաշտոնապես էլ են դուրս գալի՞ս: Մանկապարտե՞զ է:

ՀԱՊԿ-ը կոլեկտիվ անվտանգության կազմակերպություն է, որին Հայաստանի անդամակցությունն ուղղակիորեն բխում է մեր երկրի ու ժողովրդի անվտանգային շահերից: Ու ամբողջ խնդիրն, այո, «պարաշյուտ չունենալն» է: Այն իմաստով, որ պարզորոշ տեսանելի է՝ Արևմուտքը, ՆԱՏՕ-ն կամ որևէ այլ կառույց Հայաստանին ոչինչ չունեն առաջարկելու՝ անվտանգության ապահովման հարցում աջակցելու առումով: Մնում է էլի ՀԱՊԿ-ը, առաջին հերթին, հասկանալի է, Ռուսաստանը: Ու այդ պայմաններում նման «խաղեր տալն» ուղիղ գծով արկածախնդրություն է:

Այդ առումով դժվար է չհամաձայնել քաղաքագետ Սուրեն Սուրենյանցի այն դիտարկումներին, թե որևէ արևմտյան գործընկեր չի ներկայացրել և չի կարող ներկայացնել ռազմական հստակ երաշխիքներ կամ պաշտպանության մեխանիզմ՝ միջազգային պայմանագրի տեսքով: Այնինչ, Ռուսաստանն ու ՀԱՊԿ-ը շարունակում են մնալ Հայաստանի անվտանգության միակ իրական ինստիտուցիոնալ, փաստաթղթավորված երաշխավորները։ Մյուս կողմից՝ Փաշինյանը հո չի՞ կարող բռնել ու բացեիբաց հայտարարել, թե Հայաստանի անվտանգության երաշխավորը Թուրքիան ու Ադրբեջանն են: Դեռևս չի կարող: Վերընտրվելու դեպքում (եթե այդ «սալտո-մորտալեն» նրա մոտ ստացվի), այո, կասի: Նույնիսկ հայտարարելու կարիք չի ունենա, ուղղակիորեն կիրականացնի: Իսկ թե ինչ կմնա Հայաստանից... թուրքական երաշխավորության տակ, ավելի լավ է՝ չմանրամասնենք:

Ու այս ամենով հանդերձ, հարց է ծագում, թե Փաշինյանն ինչո՞ւ է շարունակում սպառնալ ՀԱՊԿ ինքնաթիռից ցած նետվել, երբ բոլորը վաղուց նկատել են, որ նա առանց «պարաշյուտի» է:
