Վերջին «մեխը» ՀԷՑ-ի պետականացման գործընթացին

Հանրային ծառայությունները կարգավորող հանձնաժողովը երեկ սկսել է «Հայաստանի էլեկտրական ցանցեր» ընկերության լիցենզիայի դադարեցման հարցով քննարկումները։ Նիստի վերջում հանձնաժողովի աշխատակազմը ներկայացրել է ծավալուն փաստաթուղթ, նշել, թե կան բոլոր հիմնավոր պատճառները և խախտումները, որպեսզի ընկերության լիցենզիան դադարեցվի։

Ընդ որում, հանձնաժողովում քննարկումը բավական բուռն է անցել, քանի որ բացի գործող իշխանությունների ներկայացուցիչներից, մասնակցել են նաև «Տաշիր Կապիտալ» ընկերության ներկայացուցիչները, ովքեր հանգամանորեն ներկայացրել են բոլոր այն կեղծիքները, որ իշխանությունը կատարում է Հայաստանի ամենախոշոր ընկերություններից մեկի պետականացման ուղղությամբ։ Հանձնաժողովը նաև մերժել է ներկայացված բացարկի միջնորդությունը՝ Մեսրոպ Մեսրոպյանի նկատմամբ։ Վերջինս, նշենք, «Քաղպայմանագրի» անդամ է եղել, Սասուն Միքայելյանի սանիկն է, և այդ հանգամանքով պայմանավորված որոշ ժամանակ եղել է նաև Կոտայքի մարզպետը։

Բոլորովին կասկած չկա, որ իշխանություններն որոշում են կայացնելու «Հայաստանի էլեկտրական ցանցերի» լիցենզիայի դադարեցման վերաբերյալ՝ այդ կերպ վերջին մեխը խփելով խոշոր ընկերության պետականացման դագաղին։ Արդարադատության նախկին նախարար Արփինե Հովհաննիսյանի գնահատմամբ՝ տեղի է ունենում լիցենզիայից զրկում, որը հավասարազոր է սեփականազրկման, այսինքն՝ տեղի է ունենալու սեփականության իրավունքի զրկում։

«Սա ամենաբարդ, ամենադժվար ներգործության միջոց է, իրավական տեսանկյունից հիմնավորման ենթակա, որի հիմքում ծանրակշիռ փաստեր պետք է դրված լինեն, որովհետև ակնհայտ է, որ թե՛ միջնաժամկետ և թե՛ երկարաժամկետ կտրվածքով այն չի կարող բացասական ազդեցություն չունենալ Հայաստանի ներդրումային միջավայրի և տարբեր վարկանիշային աղյուսակներում Հայաստանի տեղի ու դերի վրա»,- նշել է արդարադատության նախկին նախարարը։
