Վաշինգտոնյան հռչակագրի պատրանքը

Հայաստանյան քաղաքական դիսկուրսում Վաշինգտոնյան հռչակագիրը շարունակում է դիտվել որպես «խաղաղության ճանապարհ» ներկայացվող, սակայն իրականում վտանգավոր և անարդյունավետ փաստաթուղթ։ Քաղաքագետ Սուրեն Սուրենյանցը «Փաստ»-ի հետ զրույցում ընդգծում է՝ վարչապետ Նիկոլ Փաշինյանը ցանկացած խնդրահարույց հարցի դեպքում փորձում է արդարանալ այս հռչակագրով՝ վկայակոչելով, թե «Վաշինգտոնում նման բան չի պայմանավորվել»։ Այդուհանդերձ, ըստ փորձագետի, այս փաստաթուղթը ոչ միայն իրավական ուժ չունի, այլև որևէ կերպ չի կարող զսպել Ադրբեջանի ագրեսիան։

Սուրենյանցի խոսքով՝ «Ալմաթիի համաձայնագրի» վրա հիմնված վաշինգտոնյան հռչակագրում բացակայում են տարածքային հստակ պարամետրեր։ Սա ստեղծում է մանևրելու լայն դաշտ Բաքվի համար, որը տարբեր կերպ է մեկնաբանում դրա դրույթները՝ հատկապես «trip»-ի (տրանսպորտային միջանցքի) շահագործման պայմանների հարցում։ «Ալիևի ագրեսիվ օրակարգի ճանապարհին Վաշինգտոնի համաձայնագիրը ոչ միայն խոչընդոտ չէ, այլև կայունացնող գործոն լինել չի կարող»,- շեշտում է Սուրենյանցը։

Քաղաքագետը նկատում է, որ Դոնալդ Թրամփի միջնորդական ոճը՝ որը նա անվանում է «թրամփացում», ունի պրոպագանդիստական բնույթ։ Թրամփը հակամարտող կողմերի ղեկավարներին հրավիրում է իր մոտ, նրանցից պահանջում կամ խոստանում ինչ-որ բան, ապա իր ներկայությամբ կազմակերպում ստորագրություն, որը հետո որևէ գործնական հետևանք չի ունենում։ «Այսպես էր Վաշինգտոնյան հռչակագրի դեպքում ևս։ Այն ունի միայն ցուցադրական նշանակություն, իսկ հակամարտության խորքային պատճառները մնում են անփոփոխ։ Փաստաթղթում բացակայում են իրական մեխանիզմներ՝ պայմանավորվածությունները կյանքի կոչելու համար»,- ընդգծում է նա։

Սուրենյանցի գնահատմամբ՝ Փաշինյանը փորձում է Ալիևի առաջ կատարած զիջումները ներկայացնել որպես Վաշինգտոնի պահանջներ, բայց իրականում այդ հռչակագիրը որևէ ինստիտուցիոնալ արժեք չունի։ «Թրամփի գործոնի բացակայության պարագայում այն դառնում է ընդամենը պատմական միջադեպ՝ առանց քաղաքական հետևանքների։ Երբ Թրամփը այլևս նախագահ չլինի, այդ պայմանավորվածությունները պարզապես կկորչեն նրա հետ միասին»,- հավելում է քաղաքագետը։

Նա հիշեցնում է նաև Եգիպտոսում կայացած գագաթնաժողովի մի դրվագ, երբ Թրամփը մատնացույց էր արել Ալիևին՝ ասելով, թե հենց նրա համար է նախաձեռնել Վաշինգտոնյան հռչակագրի ստորագրումը։ «Փաստացի, Վաշինգտոնում տեղի է ունեցել Միացյալ Նահանգների և Ադրբեջանի համաձայնություն, որտեղ Նիկոլ Փաշինյանը պարզապես դեկորատիվ դերակատարում է ունեցել»,- ընդգծում է Սուրենյանցը։

Անդրադառնալով ներքաղաքական գործընթացներին՝ մասնավորապես Վաղարշապատի ավագանու առաջիկա ընտրություններին, Սուրենյանցը նշում է. «Դժվար է հստակ կանխատեսումներ անել, սակայն չեմ բացառում, որ Գյումրու սցենարը կարող է կրկնվել։ Հավանական է, որ ոչ մի ուժ չհավաքի 50+1 ձայն, և ընդդիմադիր ուժերից առավելագույն ձայներ ստացած թեկնածուն դառնա միասնական ընդդիմադիր քաղաքապետի թեկնածու»։

Վաշինգտոնյան հռչակագիրը, որի շուրջ իշխանությունը շարունակում է կառուցել իր «խաղաղության» հռետորաբանությունը, ըստ էության դառնում է արտաքին կախվածության և ներքին քաղաքական վախերի քող։ Սուրենյանցի դիտարկմամբ՝ այն ոչ թե խաղաղություն է բերում, այլ ընդամենը ժամանակավոր ստվեր՝ որի ներքո ավելի խորանում են տարածաշրջանային հակասությունները։
