Հայաստանում ժողովրդավարությունը վերածվել է խափանման միջոցի

Հայաստանում իրավական և քաղաքական ճնշումների նոր ալիքը հիշեցնում է ոչ թե արդարադատություն, այլ համակարգված ահաբեկում ընդդիմախոսների և անկախ կարծիք ունեցող մարդկանց դեմ։ Մի քանի շաբաթվա ընթացքում կալանավորվել են Գյումրիի քաղաքապետ Վարդան Ղուկասյանը, Մասիսի համայնքապետ Դավիթ Համբարձումյանը, Բյուրեղավանի քաղաքապետը, մի շարք եկեղեցականներ ու Սրբազաններ, ինչպես նաև գործարար Սամվել Կարապետյանը։ Կալանավորվել է նաև «Մեր ձևով» շարժման Գյումրիի գրասենյակի պատասխանատու, փաստաբան Ռուբեն Մխիթարյանը՝ բացարձակ ապօրինի և քաղաքական շարժառիթներով։ Այս ամենը տեղի է ունենում Արևմուտքի այն կառույցների աչքի առաջ, որոնք ամեն օր խոսում են ժողովրդավարության, ազատության և մարդու իրավունքների մասին։

Արթիկի քրեակատարողական հիմնարկից ստացված նամակում փաստաբան Ռուբեն Մխիթարյանը գրում է. «Անազատության մեջ ավելի ազատ եմ, քան երբևէ։ Հայաստանում արդարություն ու արդարադատություն լինելու է։ Պայքարելու եմ, չեմ կոտրվելու»։ Նրա խոսքերը դարձել են յուրատեսակ մանիֆեստ այն բոլորների համար, ովքեր այսօր հայտնվել են իշխանական մեքենայի թիրախում։ Նույն ոգով է գրել նաև Գյումրիի քաղաքապետ Վարդան Ղուկասյանը՝ շնորհակալություն հայտնելով իր քաղաքացիներին խաղաղ դիմադրության համար։ Նրա նամակից հստակ երևում է՝ նույնիսկ կալանավայրից նա շարունակում է առաջնորդել Գյումրին, հավատալով, որ բռնությունը չի կարող կոտրել ժողովրդի կամքը։

Մասիսի համայնքապետ Դավիթ Համբարձումյանի ազատազրկումն էլ, ինչպես նշում է «Մեր ձևով» շարժման հայտարարությունը, դարձավ վերջին երկու շաբաթվա ընթացքում ժողովրդի կողմից ընտրված ղեկավարին չեզոքացնելու հերթական քայլը։ Միայն այս փաստը ցույց է տալիս, որ Հայաստանի իշխանությունները ոչ թե պայքարում են հանցավորության, այլ սեփական ընդդիմախոսների դեմ։ Երբ համայնքապետերը, փաստաբանները և հոգևորականները դառնում են «մեղադրյալներ», իսկ իրավապահ համակարգը գործում է քաղաքական պատվերով, դա այլևս պետություն չէ, դա կառավարման բեմ է՝ դատական ֆոնով։

Այս ամենը տեղի է ունենում այն պահին, երբ Արևմուտքը շարունակում է խոսել Հայաստանի «ժողովրդավարական առաջընթացի» մասին՝ չնկատելով, թե ինչպես է երկրում ժողովրդավարությունը վերածվում խափանման միջոցի։ Լռությունը, որը գալիս է եվրոպական կառույցներից, փաստացի վերածվել է իշխանական բռնության լեգիտիմացման։ Երբ ընդդիմախոսների ձերբակալությունները, քահանաների և գործարարների կալանքներն անցնում են առանց միջազգային արձագանքի, ապա այդ լռությունը դառնում է հանցակից։

Հայաստանում այսօր տեղի ունեցողն այլևս քաղաքական ճնշում չէ, այլ՝ համակարգային մաքրազատում ընդդիմության նկատմամբ։ Պետական կառույցները վերածվել են հրահանգ կատարող մարմինների, իսկ դատարանները՝ իշխանության վախերի սպասարկուների։ Եթե Արևմուտքը շարունակի չտեսնելու տալ այս վտանգավոր ընթացքը, ապա վաղը Հայաստանում այլևս ոչ մի ազատ խոսք, ոչ մի ազատ համայնքապետ և ոչ մի ազատ եկեղեցի չի մնա։ Իսկ այն ժամանակ արդեն ուշ կլինի խոսել ժողովրդավարությունից — այն պարզապես կդառնա դատարկ բառ՝ գրված հերթական զեկույցի եզրակացության տողում։
