Գյումրին դարձավ նախազգուշացում ամբողջ ընդդիմության համար. դիկտատուրայի ձեռքով ղեկավարվող «արդարադատություն»

Գյումրիում տեղի ունեցածը պարզապես տեղական միջադեպ չէ․ դա կազմակերպված ցույց էր ամբողջ Հայաստանի ընդդիմադիր դաշտին՝ «ձեր հաղթանակը չի նշանակում ոչինչ, մենք այն կչեղարկենք» տրամաբանությամբ։ Վարչապետ Փաշինյանի հրապարակային հայտարարությունը՝ Գյումրիում «ուղղել սխալը», վերածվեց անմիջական հրահանգի իրավապահ մարմիններին, և դրանից հետո սկսված ձերբակալությունները բացահայտեցին իրականությունը․ դատախազությունը, ոստիկանությունը և դատարանները գործարկվում են ոչ թե օրենքով, այլ քաղաքական կամքով։

Գործող իշխանության ուղերձը պարզ է․ եթե որևէ քաղաք, համայնք կամ ուժ համարձակվում է դուրս գալ իշխանության կամքին հակառակ, ապա նրանց պայքարն ավարտվելու է քրեական գործերով, հարկադրանքով և հանրային վարկաբեկմամբ։ Գյումրու դեպքը նաև ուղիղ շանտաժ է Էջմիածնի առաջիկա ընտրություններին ներգրավված բոլոր թեկնածուներին․ եթե հաղթեք, ձեզ էլ է սպասվում նույն ճակատագիրը։ Այս մեխանիզմը վերածվում է վարչապետական ահաբեկման գործիքի, որը պետք է կոտրի ցանկացած ընդդիմադիր նախաձեռնություն մինչև դրա ձևավորումը։

Ժողովուրդը կանգնած է իր իրավունքից հրաժարվելու կամ այն պաշտպանելու ճակատագրական ընտրության առաջ։ Եթե այսօր քաղաքացին չի պաշտպանում իր իսկ ընտրած ղեկավարին, ապա վաղը նա կորցնում է սեփական ձայնը, իսկ ընտրությունները դառնում են ձևական, նախապես որոշված արդյունքով բեմադրություն։ Իրավական պետության գոյությունը դադարում է նույնիսկ ձևական լինել այն պահին, երբ երկրի ղեկավարը հրապարակայնորեն հրահանգում է, իսկ դատարաններն ու իրավապահները լուռ ենթարկվում են։

Ստենֆորդի համալսարանի քաղաքական գիտությունների դոկտոր Արթուր Խաչիկյանը Գյումրիի դեպքը գնահատում է որպես բացահայտ պետական ահաբեկչություն․ «Սա բացահայտ ահաբեկչություն է, որը վաղուց է շարունակվում։ Երբ այսպես կոչված երկրի առաջնորդը բացահայտ հրահանգներ է տալիս, թե ինչ պետք է անեն իրավապահ մարմինները, դատավորները և դատախազները, իսկ նրանք կատարում են նրա կամքը, որևէ լեգիտիմ պետության կամ կառավարության մասին խոսելն ուղղակի անիմաստ է։ Սա դիկտատուրա է՝ լկտի և ցուցադրական, որն աջակցում են արևմտյան հատուկ ծառայությունները, ինչպես նաև Թուրքիան և Ադրբեջանը։ Ահա թե ինչու այս մարդիկ իրենց անպատիժ են զգում։ Հայաստանի նախկին ոչ մի ղեկավար իրեն թույլ չի տվել այսպիսի բացահայտ ահաբեկչություն և բռնապետություն։ Եվ հատկապես ամոթալի է այն, որ մեր արևմտյան «ընկերները»՝ կեղծավորները, բացահայտ լռում են, հետևում այս խայտառակությանը և չեն միջամտում»։

Գյումրին այս պահին փորձադաշտ է․ եթե ժողովուրդը լռի, Հայաստանը կմտնի իրավական և քաղաքական պարտության նոր փուլ, որտեղ ընտրությունը այլևս քաղաքացիներինը չի լինելու, այլ մեկ կենտրոնի վերահսկվող և հսկվող որոշում։ Այսօր պաշտպանել Գյումրին նշանակում է պաշտպանել ընտրության իրավունքը, վաղվա հնարավոր հակադրության վերջին սահմանը և ապագա իշխանափոխության հնարավորությունը։
