«Արդարության քննություն՝ Սամվել Կարապետյանի կալանքի երկարացման գործով»

Հակակոռուպցիոն դատարանում երեկ շարունակվեց գործարար և բարերար Սամվել Կարապետյանի կալանքի ժամկետի երկարացման հարցի քննությունը։ Դատարանի բակում հավաքվել էին հազարավոր քաղաքացիներ, հասարակական ու քաղաքական գործիչներ՝ ի աջակցություն Կարապետյանի։ Ներկա էին նաև նրա ընտանիքի անդամները՝ կինը և երեխաները։

Մարդիկ վանկարկումներով իրենց համերաշխությունն էին հայտնում այն մարդուն, ով տարիներ շարունակ ներդրումներ է արել Հայաստանի տնտեսության մեջ և ստեղծել հազարավոր աշխատատեղեր։

«Մեր ձևով» շարժման անդամները դատարանի առջև իրենց ելույթներում ընդգծեցին, որ Սամվել Կարապետյանի կալանքը ոչ թե իրավական, այլ բացարձակապես քաղաքական գործընթաց է՝ ուղղված ազգային արժեքների պաշտպան կանգնած գործչի հեղինակազրկմանը։ Շարժման ներկայացուցիչները հայտարարեցին, որ եթե դատարանը արդար որոշում չկայացնի և Կարապետյանը ազատ չարձակվի, ապա շաբաթվա վերջին Ազատության հրապարակում կկազմակերպվի մեծ հանրահավաք՝ նվիրված արդարության վերականգնմանը։

Հետաքրքրական է, որ այս դատավարությունը նոր թափ է հաղորդում նաև ՀԷՑ-ի անօրինական բռնագրավման վերաբերյալ քննարկումներին։ Միջազգային իրավապաշտպան Ռոբերտ Ամստերդամը դեռ իր վերջին ասուլիսում ընդգծել էր՝ ՀԷՑ-ի դեպքը կարող է դառնալ վտանգավոր նախադեպ, որը կվանի ցանկացած լուրջ ներդրող Հայաստանի շուկայից։

«Ոչ մի միջազգային ներդրող չի համաձայնի կառավարել այնպիսի ակտիվ, որը նախկինում բռնագրավվել է իր օրինական սեփականատիրոջից։ Ոչ մի միջազգային կազմակերպություն չի կարող երաշխավորել, որ նույնը վաղը չի կրկնվի իր հետ»,– հայտարարել էր Ամստերդամը։

Այս իրավիճակը, ըստ փորձագետների, ոչ միայն խաթարում է ներդրումային միջավայրը, այլ նաև ազդում է Հայաստանի միջազգային հեղինակության վրա՝ ի ցույց դնելով, որ այստեղ բիզնեսն ու իրավունքը պաշտպանված չեն քաղաքական ազդեցություններից։ «ՀԷՑ-ի գործը» և Սամվել Կարապետյանի դեմ հարուցված նոր մեղադրանքները նույն շղթայի մասերն են, որոնց նպատակը տնտեսական անկախ գործիչների և ազգային բարերարների վարկաբեկումն է։

Իշխանությունները, ինչպես նշում են դիտորդները, շարունակում են գործել նախընտրական տրամաբանությամբ՝ փորձելով չեզոքացնել բոլոր այն մարդկանց, ովքեր ունեն սոցիալական հենարան և ազգային մտածողություն։ Բայց այս գործը վաղուց դուրս է եկել միայն իրավական դաշտից․ այն դարձել է հայ հասարակության արդարության զգացողության չափանիշ։

Եթե դատարանը համարձակվի վերականգնել արդարությունը և չերկարացնի կալանքի ժամկետը, դա կլինի ոչ միայն Սամվել Կարապետյանի, այլև ողջ հայ հասարակության հաղթանակը։ Իսկ եթե որոշումը կրկին լինի անարդար, ապա, ինչպես նշում են նրա աջակիցները, պայքարը կշարունակվի հրապարակներում՝ մինչև արդարության վերականգնումը։ Երեկ մոտ 8 ժամ ընթացած Սամվել Կարապետյանի կալանքի երկարաձգման քննությունը հետաձգվեց: Դատարան կշարունակի քննությունը այսօր 15:00-ին:
